In her first public remarks since taking office, Deputy Defense Secretary Kathleen Hicks described China’s military as increasingly competent, warning that its “threatening” activities posed a danger to regional peace, Pacific stability, and the “rules-based international order.”
According to Hicks, the US will need to “demonstrate the will and capabilities to credibly discourage PRC aggression,” and confronting China’s threat will also necessitate the termination of weapons programs that are no longer beneficial to the new strategic reality.
During a brief discussion with their Chinese colleagues late Thursday in Alaska, Secretary of State Antony Blinken and White House National Security Advisor Jake Sullivan said similar things about China.
“Beijing has shown increased military competence and a willingness to take chances, as well as a more coercive and hostile approach to the Indo-Pacific region,” Hicks said, adding that tensions with several neighbours rose in 2020.
The situation isn’t new. According to Hicks, Pentagon strategy papers dating back to 1997 predicted that the US would face China’s strategic challenge by 2015. “While this rivalry was not fixed or imminent, it was definitely predictable,” she added.
America’s global network of alliances and collaborations, according to Hicks, is a critical strategic asset for the nation, and adversaries are attempting to weaken those links.
